What the Record Shows
Marlene McNeill, a program manager at Shalom House in Portland, was fatally stabbed on May 4, 2026, by Armando Javier Negrete, a resident of the nonprofit’s group home for adults with severe mental illness. According to published reporting, Negrete had stopped following his mental-health treatment plan approximately one month before the killing. His treatment was not re-established during that period, and no legal intervention was pursued before the fatal incident.
Maine’s Progressive Treatment Program (PTP) provides a legal mechanism for court-ordered outpatient treatment for people with severe mental illness who are unlikely to comply voluntarily and meet the statutory criteria. Riverview Psychiatric Center provides inpatient psychiatric treatment for people who require a higher level of care. Advocates responding to McNeill’s death said the PTP is underused and questioned why it was not pursued after Negrete stopped following his treatment plan. Negrete is now in Cumberland County Jail facing a murder charge, and a judge has ordered a mental-health evaluation to determine competency.
