What the Record Shows
DeCarlos Brown Jr. had a documented history of serious mental illness and repeated interactions with the mental-health and criminal-justice systems before the August 22, 2025 killing of Iryna Zarutska aboard Charlotte’s Lynx Blue Line.
In the months before the killing, Brown repeatedly sought help through 911 while experiencing a fixed belief that a “man-made material” was inside his body. Rather than resulting in sustained psychiatric treatment, several of those encounters resulted in arrests for misuse of 911. His family also attempted to obtain mental-health care for him.
A mental-health evaluation was eventually ordered in connection with a criminal case. The evaluation was not completed before the August 2025 killing. After his arrest, Brown was subsequently found incompetent to proceed to trial and entered the competency-restoration process, where psychiatric treatment became available within the criminal-justice system.

Each story is shared to highlight where systems failed to intervene or provide treatment. The intent is accountability and reform, not to portray people with Severe Mental Illness as dangerous or to reinforce stigma.
